In the Republic of Tartarstan, systematic work for the development of e-government services has been actively underway for a long time – this primarily involves forming a regional electronic government and also developing respective government services in healthcare, culture and security. This is done by specific individuals, primarily staff from the government and particular ministries. The rate of development of the information society in Tartarstan is high, which is proved by figures in recent years. The main evaluation of the activity of a civil servant however is the benefit brought to the residents of the region.

The Influence of Economics and Education on the Development of Infocommunications in the World


The article addresses the problem of the first wave of the digital divide (access to infocommunication technologies) and provides a reason for the need to analyse the influence of socio-economic factors on the development of infocommunications in various countries. The article actively studies the influence of the level of economic development (according to the GDP deflator value) and educational development (according to the education index value) on the development of infocommunications in a country according to the following key indicators: telephone density, mobile phone density, Internet density and broadband access density. The Spearman rank method is used as a quantitative analysis for this influence.

Social and Environmental Problems of Computers Recycling


The article examines issues of the use of physically and morally obsolete computers in organisations and institutions. It also analyses the social and environmental problems of recycling computers that are no longer suitable for use and offers ways of resolving such problems.

The Education Process in an Electronic University: Conditions and Areas of Transformation


The article presents a model for the organisation of the academic process under the conditions of active implementation and use of information and communication technologies and a change in the organisational model of the university. The principles are formed for constructing models of the organisation of the academic process and its elements aimed at the student. The article also demonstrates the use of the university’s unified information environment to raise the effectiveness of the education process and form the areas of expertise of graduates which correspond to changing requirements of the labour market.
