Modern mass communications are no more delivered solely through mass media. With social networking taking its place, mass communication process has been simplified, on the one hand, and new opportunities of impacting public opinion have been formed, on the other hand. Behavior of social network users is studied by sociology, political science and marketing research. Based on the analysis of social network users, the author concludes that social networking may function as an efficient tool of information impact for authorities.

The article is devoted to the problem of accessibility to the scientific community of a large database of documentary films on Buryatia, the Irkutsk Region and Trans-Baikal Region as the historic zones of Buryats’ residence. Creation of the electronic catalog of film sources representing the Buryats allows expanding methodical arsenal of visual aids, including cartographic information presentation by GIS tools, training materials and electronic encyclopedias. Specialized online information resource and software products, which are being developed, can be used for the creation of other technetronic documents’ databases on similar subjects.

Ensuring safety of marine navigation in seaport waters and approaches to them is an important task of the state. In the context of enhanced intensity of shipping traffic and introducing new port capacity, increased traffic of ships delivering hazardous cargos, the system of information radio communications must be supported at the proper level. The article analyzes information security issues in what refers to sea transport.
